Ceremonies included a flag raising and military memorial. Narrative and pictures do not clearly identify that there were any politicians in attendance, but the Saigon military were definitely there.

Note that all of the 2018 JFD events were called "Flag Raising Ceremonies".

The Senator's write up on this has an interesting thought: "the Vietnamese Heritage and Freedom flag was once again hoisted in solemn commemoration of the modern beginnings of Canada’s Vietnamese community". To make sure, he said it twice: "In celebration of the Vietnamese community’s modern beginnings in Canada, the official flag-raising ceremony was followed by a series of cultural performances that featured traditional Vietnamese songs." This lends support to the idea that the whole purpose of Journey to Freedom Day is to change the history of the boat people.
