This was 2 days before debate began on bill S-219. He stayed in parliament until March 16 so that he could attend the re-opening of Canada House, which raises the question of why he chose Feb. 3 to resign as foreign affairs minister. In that interval the bill was debated once and Baird said nothing (not known if he was in attendance).

There were reports that Baird started thinking about his future about the time the bill passed the Senate and was tabled in the house in December.
