The negationists often mention Canada's receiving this medal, but they put their mention into the context of the fall of Saigon, suggesting by this juxtaposition that Canada did respond to the fall of Saigon and did it so well that they got a medal for it. That propaganda technique is called "appeal to authority". Ironically, UNHCR most emphatically declined to recognize the fall of Saigon as an international refugee crisis, and Canada followed suit.
