Highly recommended - Adelman is the Canadian authority on this topic as he was personally involved in the sponsorship program (although this book does not recount his personal involvement at length , it's just a factor that makes him an expert on the subject).

Adleman focuses on the political and operational aspects of the Canada's boat people program. The book contains an entire chapter discussing the meaning of the term "refugee" and how it applies to the Indochinese experience. Includes federal-provincial relations, quota decisions, settlement activities, and media coverage. The book also covers media and public reaction more so than any other source.

Adelman asserts that Canada's reluctance to admit refugees from 1975-77 was that Canada did not wish to get involved in something that was viewed as an American problem. Canada's response picked up in 1978 when it was realized that the exodus was not connected with the end of the Vietnam War (not to mention that UNHCR decided to get involved). In 1979 a new Conservative government took over and had a greater tendency to berate Vietnam, thus eliciting less cooperation from Vietnam. Cooperation was restored when the Liberals came back into power 9 months later.

Shortcomings: The book was published in 1980, long before the program was over although it does recognize that the program was on-going. It can be usefully supplemented by other material that explains the program from UNHCR's longer term perspective.
