"[I] feel a responsibility to help rapprochement between our two countries."

This was a very weird thing to say when Canada has had a positive and friendly diplomatic relationship with the present government of Vietnam since 1973. He has apparently bought into someone's revisionist history, and this shows in other statements he made in 2015 and 2016. He's now speaking for the Saigon regime.
